Statutory controls on dangerous goods transportation date back over 200 years and today the rules are extensive and cover national and international operations by all modes of transport. A broad distinction can be made between the rules that apply to the sender of the goods (consignor responsibilities) and the rules that apply to dangerous goods transportation operators (carriers responsibilities).

Consignors must properly classify, package, mark and label the goods and provide information about the consignment to carriers. Carrier's duties for road transport include vehicle specification, placarding, safety equipment, safe loading, emergency response information and driver training.
